"Offensive AI and quantum threat: towards a new cybersecurity"

The 20th STIC Conference, organized by the National Cryptologic Center of the National Intelligence Center, the Joint Cyber ​​Command, and RootedCON, will reach its twentieth edition in 2026 at a particularly crucial time for national and European security, of which we are a part. We are facing a paradigm shift driven by offensive AI and the quantum threat, which are destined to redefine cyberspace protection and the resilience of public and private capabilities. Two decades after its inception, this event once again positions itself at the heart of the strategic, technological, and institutional debate on the defense of Spanish cyberspace, fully connected to major European challenges and the strengthening of the common framework for digital resilience, the governance of artificial intelligence, and the protection of critical sectors.

The event will once again be held at the Kinépolis Ciudad de la Imagen cinemas in Madrid from November 24 to 27 and will be on an unprecedented scale: 13 rooms (ten of which will host the main program, in addition to private spaces for industry meetings and side events), more than 300 speakers, the broadest institutional support to date, and the largest number of sponsoring companies, collaborators, and attendees in its history. The first day, November 24, will combine the RootedCON Congress (with technical sessions continuing over the following three days), a session dedicated to the National Security Framework (ENS), and another organized by the Spanish Data Protection Agency (AEPD).

Throughout the program, the sessions will be organized around key entities or themes within the cybersecurity ecosystem, with content dedicated to topics such as military operations in cyberspace, the Catalog of ICT Products and Services (CPSTIC), the National Security Strategy (ENS), products and technology (PYTEC), artificial intelligence, Cybersecurity Operations Centers (SOCs), the National Network of SOCs, data protection, threats (with special attention to the quantum threat), cybercrime, and digital trust and resilience.

This edition also coincides with the 20th anniversary of the creation of the CCN's Incident Response Capability, the CCN-CERT, the initial driving force behind the Conference, and is being held on the eve of the 25th anniversary of the establishment of the CNI, which will take place in 2027. This double anniversary reinforces the institutional value of an event that, twenty years after its first edition, continues to bring together public administrations, the Armed Forces, law enforcement agencies, universities, response capabilities, security operations centers, the private sector, essential services and critical infrastructure, the technology industry, professional associations, experts, and the research community.

The 20th edition is not only a commemoration, but also a confirmation of a trajectory and a call to continue moving forward. In a context marked by the transformation of cyberspace, its objective remains to strengthen Spanish cybersecurity, protect who we are, and anticipate what is to come based on cooperation, trust, and shared knowledge.
